Kentucky has been plagued with the lack of water for the entire latter part of the summer. I was just reading about the recent restrictions of water in Georgetown in particular. I found the following interesting though sensible:
"Serving water in restaurants, clubs, or eating places, except by customer request."
Very often the water that is brought out for everyone is not used, so it makes sense to only serve when requested. So if you are use to a restaurant automatically serving you water and they don't, it may not be the server but the lack of water.
